I think you are mixing 2 different things.
Registration email validation and User tracker registration.
Your issue seems to be with Registration email validation.
You should start with simple test.
Does your tiki able to send email ? (admin => general)
etc...
FYI, I just set tracker registration and email validation on a Tiki 18 and everything worked ok.
