Note that (particularly when you'll be in production) a reinstall isn't necessary. It is not rare that someone breaks its Tiki by activating a feature. In this case, you could have edited the lang_use_db value in tiki_preferences.
There are good chances that you would have saved a reinstall asking this to our IRC channel #tikiwiki.
