Thanks Rick, but that does not help. Along with having every one of the File Gallery permissions, the Group has all the Newsletter permissions too, including the tiki_p_admin_newsletters and tiki_p_send_newsletters permissions.

They can send a newsletter with an image, but they have to add in the {img fileId=...} by hand. It is just the image selection offered by the image icon in the menu that does not work.

I upgraded from Tiki 9 and it worked fine for them in Tiki 9. And it works in Tiki 15 for me as an Admin.
