    Mmm... require testing but;

    I would get out of the file gallerie interface.
    Use a wiki page as template to display the pictures and use attached comment...
    Or use a feature that create a forum per wiki page (comments and forum are alike in Tiki).
    ... thinking out loud... Not an easy way.
