Yes, I can see the search feature in the upper right hand corner of this screen.
You turn on the search feature by boing to "Administration>Features".
(click on "administration at the bottom of the left menu, then, in the middle column, click on the "Features" icon. In Tiki 1.9 you will find the search feature on the left column about the eleventh choice down. click on the box, the click below on "change preferences".
