The location of files will not make any difference what so ever. imho Tiki runs faster with them set to file system anyway., but if you have them already in the database there is currently no migration other than delete and re-upload
if you want super dooper search engine indexes there is a excellent project on mods.tikiwiki.org called SEFURLs
