A: I think it is Tiki. (See http://tiki.org) Besides the CSS based themes and their (sub-) options, you can use custom CSS in the Admin > Look & Feel panel to override and also enable additional "Layout shadows" feature to define more additional divs or any custom XHTML or PHP Smarty code to serve as "onion layers" for the main parts of the Tiki layout. If this all wouldn't fulfill your designing needs you can also create custom Smarty template files by copying the default ones which can simply override the defined layout per theme basis (this is not often needed though and not recommended for upgrade reasons).
